Quarterly report on inquiries and complaints – Q4 2023-2024
The CORE publishes statistics about all submissions, inquiries and complaints received every three months (quarterly) from April to March (the fiscal year).
A submission includes both inquiries and complaints (defined below) at the point received by the CORE.
An inquiry is a request for information about filing a complaint or a request to file a complaint about an issue that is clearly outside the CORE’s mandate (for example, a complaint about something that happened in Canada).
A complaint is about an issue that looks like it may be within the CORE’s mandateFootnote 1. The CORE provides more information about inquiries and complaints in its annual report.
Unclassified is a submission yet to be identified as either an inquiry or a complaint.

Inquiries (60)
60 new inquiries were received during this quarter. The CORE redirected the inquirer(s) to other forums or organizations when possible.
Complaints (1)
- No new complaints were received during this quarter.
- 1 unclassified submission received in the previous quarter was classified as a complaint and moved to the intake stage where its admissibility is being assessed. The complaint alleges the abuse of the right to life, liberty and security of the person, the right to work and the right to health in the mining sector in the Philippines.

Changes in complaint stage (1)
- 1 complaint, Dynasty Gold Corporation, moved to the follow-up stage during this quarter. The Final Report has been published on our website.

Publication of Final Report: Investigation of Dynasty Gold Corporation
A final investigation report was published regarding the allegation that Dynasty Gold Corporation used or benefitted from Uyghur forced labour in its operations or supply chains in China.
- The Final Report: Investigation about the activities of Dynasty Gold Corporation concluded that a human rights abuse occurred at China’s Hatu Qi-2 mine, in which Dynasty Gold Corporation, a Canadian mining company based in Vancouver, holds a majority interest.

The CORE currently has 22 active complaints under review:
- 7 complaints are currently at the intake stage: 2 in the garment sector and 5 in the mining sector
- 5 complaints are currently at the initial assessment stage: 4 in the garment sector and 1 in the mining sector
- 8 complaints in the garment sector are currently at the investigation stage
- 2 complaints in the mining sector are currently at the follow-up on recommendations stage.
